It may sound crazy but on a stock diesel pickup turbo-lag is caused by a lack of low-end horsepower.  The emission standards that must be met by all the diesel manufacturers under 2200 RPM, is accomplished by de-tuning their engines. In other words, They take away your low-end HP to meet emission standards and the residual effect is slow turbo spool - AKA, turbo-lag.
